CFR Welcomes New Fellows on Europe, Human Rights, and Terrorism

The Council on Foreign Relations (CFR) welcomes three new fellows to the David Rockefeller Studies Program: Liana Fix, José Miguel Vivanco, and Jacob Ware.
Liana Fix joins as a fellow for Europe. At CFR, she is researching and writing on policy issues relevant to German domestic and foreign policy, the European Union, transatlantic relations, and Europe’s relations with Russia and China.

Fix was recently the program director for international affairs at Körber-Stiftung in Berlin, a position she held from 2017 to 2022. Fix was also a resident fellow at the German Marshall Fund in Washington, DC, and a DAAD/AICGS fellow at the American Institute for Contemporary German Studies. From 2018 to 2019, she was a fellow for global governance futures at the Robert Bosch Foundation Multilateral Dialogues. From 2014 to 2016, Fix was a doctoral fellow at the German Institute for International and Security Affairs (SWP) and an associate fellow at the German Council on Foreign Relations (DGAP). From 2012 to 2013, Fix worked as a Mercator fellow for international affairs at the German Federal Foreign Office, the EU Delegation in Tbilisi, and the Carnegie Moscow Center.
She is the author of A New German Power? Germany’s Role in European Russia Policy (Palgrave Macmillan, 2021). Fix has published in peer-reviewed academic journals and contributed essays, policy papers, and articles to publications such as Foreign Affairs, Foreign Policy, and the Washington Quarterly. Her Ukraine Scenario series with Michael Kimmage is among the most-read content in Foreign Affairs. She is a member of the European Leadership Network Younger Generation Leaders Network on Euro-Atlantic Security and of Women in International Security.
Fix received her MSc degree in theory and history of international relations from the London School of Economics and Political Science and her PhD in political science from the Justus Liebig University Giessen.
José Miguel Vivanco joins as an adjunct senior fellow for human rights. At CFR, he is focusing on global efforts to promote democracy, human rights, and the rule of law, with a special focus on the Americas. He is also the founder of the Center for Justice and International Law, an international civil society organization providing legal and technical assistance within the Inter-American human rights system
Vivanco was formerly the executive director of the Americas division at Human Rights Watch, where he supervised fact-finding research for numerous reports on violations of human rights and advocated strengthening international legal standards and domestic compliance throughout the region.

He has supervised human rights investigations in coordination with international agencies, governments, private sector, academia, and civil society organizations and has provided testimony before international organizations and domestic institutions.
Vivanco has a BA from the University of Chile Law School, a JD from Salamanca Law School, and an LLM from Harvard Law School.
Jacob Ware joins as a research fellow. At CFR, Ware is researching and writing on policy issues including terrorism, counterterrorism, and violent extremism, and he will complete a forthcoming book with Bruce Hoffman on far-right terrorism in the United States.
In addition to his work at CFR, Ware is an adjunct professor at Georgetown University’s Edmund A. Walsh School of Foreign Service, where he teaches a class on domestic terrorism. He also serves on the editorial boards for Studies in Conflict & Terrorism and the Irregular Warfare Initiative at the Modern War Institute at West Point. His work has appeared in outlets such as Foreign Policy, War on the Rocks, National Interest, and the Wall Street Journal.
Ware holds an MA in international relations and modern history from the University of St Andrews and an MA in security studies from Georgetown.
